First, you are correct in thinking you are spelling Rheinland incorrectly.

Secondly, there have been Order agents periodically dispatched to these areas, but they usually act alone to avoid drawing attention- an example would be Order|Reavengitair's work in the Omegas (he was deployed there for quite some time, we got to know him very well), and an exception to the "alone and discrete" would be Operation Cataphoria. It does happen, just not all the time. If more agents were to be sent out, they should remember to tread lightly and avoid offending people... they should not engage in battles between human forces (mainly by not aiding the Hogosha or Corsairs, both of which would cut off the best access points to Rockhome and Heaven's Gate), and remember that they are guests. One Order agent I remember tried to order around the RM. Bad idea.

As someone heavily involved in these things, by all means send more people after us. We enjoy talking to you, so long as you come with an open mind and not just to pew pew aliens. For one thing you'll likely get wtfpwned (Reavengitair has a good respect for the Scorpion after his time with us) and for another we really do enjoy talking to people who talk back rather than just spitting party lines (aliens evil, humans good, we will free you, etc...) over and over.
