I got the idea of this poll after reading this thread: Any lawful's left in Disco?, all i see are pirate's

I really think that some violation of a reasonable RP are the result of too weak NPCs. I have seen many pirates just standing in front of Fort Bushed, camped there to wait some traders. Maybe I'm wrong but I feel it is not reasonable from an RP point of view that pirates camp in front of port bush: it is supposed to be one of the strongest Liberty Fortress. If pirates would be able to stand there just ignoring lawfulls, as if they were mosquitos, why do they not overcome liberty and install some kind of dictatorship? They could even change it's name to Pirate's Haven, don't you thnk so?
