Tenacity is correct in that the Order needs to distance itself from the Corsairs. Losing the alliance would give us a better chance with Rheinland and especially Kusari.

@roly: Being completely secretive basically shuts the door to interaction between factions. Obviously, Order wouldn't use trade lanes or jump gates, but would use unlawful methods of getting around. (Clouds, jump holes, ect.)

Would anyone like to try this ingame?
