Keep in mind that normal patrols in houses are scaled on the SP story game....meaning Liberty has the weakest, Bretonia, Kusari, Rheinland following suit.

However there are some high end NPC patrols scattered around, like capital patrols with level 19 avengers thrown in there. I would say add a few high level patrols in with the low level ones that fly on their own, and everything should be okay.

But then again, we don't come here to waste our time on the NPCs now do we?
Players should be the ones chasing the other ones away.
but a cruiser or two helps
