We don't restrict everybody from systems, especially not large areas. Right now we own Omicron-74. For reasons your aware of, we can't even enter that place. Thats why right now we act as Omicron Theta is our home system, until we are able to change it to Omicron-74.
We are allowed to restrict people in our Zoner of Influence if we are at war, that Zone includes Theta. Now we restrict people/factions that are hostile to us or at war with us, in the two mentioned systems. We can do that, we are at war with sso| and FEAR, who are allied to SF and SA, who we just ended a war with and who are about to start another war because of their members keep attacking Vespucci.
We do not tax, make fees, or scan traders in Omicron Theta, and we never have.
We do declare peace zones, but thats for the Zoner's. It says that they declare Freeports off-limits to fighting between factions. Now in terms of Theta (this would probably also go for Omega-49) they have all the bases there, and can control who is allowed in and who is allowed stations to be built there (read news of Zoners barring Corsairs from making a base in Theta).
If the Zoner NPCs in space saw fighting going on, they wouldn't allow it, but NPCs don't have the intelligence to stop them, Freelancer NPCs are in fact very simple. We take the role of keeping the space of Omicron Theta peaceful. If there were bases besides the Zoners, like if we had had Bering before Vanilla systems weren't available, we wouldn't do that because the Freeport there is not the only base in the system, the other one is not a Zoner base. Theta and 49 are pure Zoner systems. They control the space, and they control all the bases.
And if you guys want to see us act more Zoner.. Whats the difference between us? We get involved in wars. Zoners don't. Well the only reasons those wars start is because someone attacks us, or allies of ours. If Zoners can have allies, we can we not? Heck, the Zoners are allied to The Order, who are at war with Liberty. Yet I know if AW allied Bs| I'd still be getting this same 'your not Zoner' ****. I believe this topic was already discussed, and decided upon. The only acts the AW proforms in Theta now, is the Zoner's peace-zone, and to stop anyone from shooting the Zoners themselves. Keeping out Hostiles and factions at war is an act of our Influence, not simply control of Theta. Heck, we would be allowed to restrict hostiles/warring parties from Alpha, Theta, Beta, Sigma 13/17/19, and Tau-37. We simply do it in Theta (sometimes Tau-37 when we had multiple traders in there), as it would be a little off to control all that space. We could RP 'rape' legally, but I hold us back as I know it would simply cause problems and not be very RP. So I am satisfied with Omicron-74, and then the peace zone of Theta/restriction of people at war with us.
