with regard to lulwutters.

I don't know if this has already been suggested in this thread. I've read all replies but hell. here goes.

what if you keep the recruitment open, but make caps invite only? that way you can control who gets to fly them, and how many caps the Order has. basically a small faction right 5 in effect for the Order only.

promising players will not be put off joining the Order, because if they wish, they can get a cap in due time if they want.

lulwutters will not be able to fly caps anymore, so that problem is solved. if a lulwutter does run into Omicron 100 to buy a Geb, ss it, send a pm to an admin saying it is a non-authorised Order cap and have it sent to bastille. obviously, explain to the player why that happened to him. this may put an extra strain on the admins for a while. but the news will spread soon enough that you can't just buy an Order cap. so people will refrain from doing so.

besides, maybe it can be added on the infocard 'do NOT buy this ship without prior approvement from the Order|'

this way proper indies also have a chance to fly an Order cap.

this may be a good in-between solution. no giant capfest in teh Order, but also not a starved out, inactive Order.
