To be correct Captain, Zoners left house space for various reasons. Not everyone left because they didn't want a governing body, some left because they wanted a different kind of governing body. Please don't assume to know why every Zoner left house space, past and present. If you read their messages they aren't asking for the formation of another Council only. They are asking that the current CoZ do a role call or dissolve so a new group can take its place.
The fact that you feel the dizzing array of Zoner groups is un-Zonerish dismays me. While it does get confusing, it is indeed more in line with how the first Zoners set up on the edge. The freeports were not interconnected when they were first built. Each was ran by itself independant of the others. Only recently have we, the Zoners, felt the need to form a large group that would try to govern our loose society.
With that said, while I do support a transparent central governing authority, if that cannot happen I have no problem following the ways of our ancestors and each person or group doing their own thing independant of each other.
