Why? Because it would raise the economy level? Perhaps you didn't read my previous post where I indicated how more money to faction as a legal entity offers numerous ways for introducing new things into gameplay.
factions gather more money than non faction players, the government takes money from factions to pay lawfuls, the lawfuls protect the traders.
