For developing new stuff, yes, there is a lot of work involved. However, changing existing equipment so it can only be accessed and used by official factions would take far less. Yes, the Independants will yell and scream if the equipment is changed like that. But they are going to complain about any decent reward the official factions get. I say, move top level shields and weapons to official factions only. I'd rather give capital ships to official factions only, because that way the Independants would find it easier to be competitive with the VHF's and Bombers that they could still fly. It we move all the top level equipment, though, the Independants still have access to the ship lines, they just won't be able to outfit them with the best weapons and shields.
