Who is to say the civilians there even had a choice? We don't agree on the Mandalorians, but whatever your opinion of their ethics is, they're highly trained soldiers. If they demanded that the almost certainly unarmed dock workers fix their ships, under threat of violence, those workers wouldn't refuse unless they had a death wish. The Joker and his thugs don't have the training, but frankly they're outright insane - even if you do give them what they want they might still kill you, but it's safer than refusing.
I'm not saying this is what happened, I'm not saying it isn't. Frankly, once the Joker arrived, I left. The sooner he's shot, stabbed, electrocuted, poisoned, and incinerated, the better off Sirius is. But I'm not going to stand idly by while you attack a civilian base, and I frankly I can't find any explanation that doesn't paint you as shortsighted extremist hypocrites.
Would you bomb Manhattan if Mon'star was hiding out there, risking hundreds of millions of civilian casualties in the process? Would you destroy Freeport 1 because of a Corsair presence?
Were you lying before when you claimed to not attack civilians, or are you scrambling for excuses now that you have attacked a civilian station?
