There is something players can do about this - keep one's character rank at 89 or less.
One of other useful hints: store your cash on fighter characters, not cap 8 battleships.
Also storing multiple cap8 upgrades on one ship can get you to the limit kinda soon, but the resale of equipment is 25% iirc - so no-one will probably get corrupt by cap8s alone, but combined with other things it's pretty easy.
