Im glad to see that finally we are stepping forward to the progress and order of the Empire, but still there is much work to do.

I need the official council word about 2 diferent situations

-How to deal with empty transports (especially when they ask for Docking rights on Crete)
-The presence of neutral Warships on Corsair Space (or any non order capital on Omicron Gamma)
