Dont listen to the TAZ, Commander Katz. They have had an under-the-table deal with the Joker and the thugs, That is now becoming more and more apparent. Refused to get involved? I beg to differ, Sir. Joker intended to murder 100's of Zoners in those attacks. Well, he failed because of the response. Of the 400 plust that were rescued, only 6 died as a result.
