Please explain this point. I decided to design it like that, due to the special political setup of Rheinland. The Kanzler is head of the state and has command over ALL military and intelligence service units. Easy as this.

The Admiral of the RM has full command in the absence of the Kanzler. Logical conclusion should be obvious.
