I do not want to explain the entire system of Rheinland here. It is like I wrote before. We all follow the Kanzler and so does the MND. If you want to change that, feel free to start a poll in the General Discussion Forum.

While the Kanzler is present, he has the full power. If he isn't present, the Admiral CAN (!) take over the command. Nobody forces him/her to do that. It's just an effective way of keep things straight and it represents the structure of Rheinland best.
