Well it would of course depend on where you are for access to such history but I do believe it should all be there. Certain gov'ts may naturally withhold it while certain organizations would make it goal to teach this history. Ultimately no matter where in Sirius a char is from, with initiative, that char should be able to gain that knowledge.
