You're all creating scenarios in which Liberty sides with Bretonia. What if they were to side with Kusari? You forget that Rheineland once tried to take control of Sigma 13, GMG space now, but initially had close ties with Kusari government. The GMG probably still don't like Rheinland much, and Kusari probably doesn't want to upset one of the biggest corporations that are friendly with them and potentially be a great source of income to support their war effort.
