Even if Corsairs and Outcasts combined, they wouldn't be able to defeat the likes of Liberty or Gallia. Perhaps Bretonia and a BIG maybe on Rheinland.

Remember, the Houses have the BHG and other lawful groups that themselves know how to pirate and smuggle and know the hidden routes and jump holes. Fact stands that the Houses are much more organized and would be able to defend their supply lines. Yes, the Sair/Casts would be able to pirate some of the supplies, but not enough to even dent the House militaries.

Utilizing their alliances with other groups wouldn't help either. Some of those groups would then turn on them if the Sairs/Casts tried to occupy House space. Not to mention the Houses themselves have allies.

While I love the Sairs and the Casts to a lesser degree, they would not be able to get past their differences and even if they did they don't have the ability to wage a full on war and win. They could probably fight a good guerrilla war, but Liberty and Gallia could manage that for eternity. Bretonia and Rheinland could probably do so to.

Quite trying to combine the sairs and casts. It wouldn't happen, therefore it isn't an option.
