I say Kusari.

Liberty and Rheinland are pouring huge amounts of resources into their war. Kusari could easily charge in through the back door and take Liberty down, if they had a whim to. The war with Bretonia is a joke, they are losing so hard. Gallia might be able to wipe out the Hispanians, but the losses incurred from that would be great. The Hispanians would be fighting on their home turf, and have that advantage. But Gallia is frickin' huge. It's only a matter of time before Malta and Crete were overrun.

If Kusari rides to the assist of Rheinland, we can ultimately see it either falling or Surrenduring, reducing Liberty to a few core systems, with Kusari taking dominion over Colorado, Kepler, and Galileo. This kind of military control would likely stamp out most of the Lane Hacker presence in the systems, and have Rheinland claim Bering (Except for the Freeport), Hudson, and Texas. Liberty would lose it's main prison facilities, seeing an exponential growth of pirate activity in Liberty.

Liberty would be reduced to New York, California, and their Guard systems. Terms for their surrender would be harsh, even to the point of gaining information about Gate/Lane construction. Rheinland and Kusari would turn then on Bretonia, and either force them to surrender or completely wipe them out.

During this time, though, military power would be stretched, and the Blood Dragons or other insurgent groups would have more and more openings to strike, possibly installing the Shogunate while Kusari is pressed at two points. This new leader may sympathize for Liberty, and turn it's forces on Rheinland instead. Liberty would then turn a blind eye to the war between Bretonia and Kusari.

There's a lot of possibilities. I stick with my opinion that Kusari is the strongest house military-wise, due to the fact that it's war is easier than the other House's.

EDIT: After reading teschy's links, I wonder now why the Order and Liberty are at war. Seems kind of.. Against the whole reason they were formed.
