See, Corsair. The problem is that your logic is flawed.

First of all, making Kusari take over Tau 31 and a part of Leeds was a big dev failure. Kusari was crushed by the nomads in 800 A.S., and I doubt they'd have recovered -that- fast in order to make such a stand against Bretonia, much less to "easily charge in through the back door and take Liberty down". Bretonia wasn't that weak, it's just one of Igiss' fetishes to make Kusari so damned powerful.

Gallia ? I'm not touching that, because I personally think it was a mistake to implement it, while the rest of the mod is filled with flaws, imported ships and other imperfections. Again, Igiss' dream.

Oh and, the Order of Cincinnatus is a different organization, that is still around. They're there to ensure Liberty and Valhalla 1 will not fall, by any means necessary. Orillion's Order is a relatively young agency, that was probably created just 20-30 years ago in the timeline.
