For the smuggle thing: With slaves the scanners of ships will not be able to detect what kind of people so slaves, passengers, toerist etc. So RP some around it when your a smuggler or a cop.
Like those people show low health signs. Or they are a bit much people in such a small cargo space, and you fly around with people in your cargo hold also doesn't seem like passenger trade.
My piont is that slave trade can be stopped by lawfuls if they RP right and the smuggler won't have any defensive word left.
