RP Cargo

Yesterday I was flying in a low profile character of mine.
This character flys in a freighter, has a Samura ID and it's relationsship (F8) with Samura is realy fine (flashing).
I also try to play RP and therefor I thought some time ago lets take 3 crewmembers and 3 Light Arms.
So I took Alien Organisms in my hull from Planet Kurile in Sigma 19.
On my way back to Planet Junyo I met 3 Bounty Hunters or were they Freelancers, I do not remember that ...
...but anyway, they ask me to cut my engines.
After a while I thought, ok, I stop and lets RP then, lets see who can talk here.
They scanned me and told me that I have forbidden cargo with me, so could I be so friendly to drop it.
I said Samura may have Alien Organisms in it's cargohull so what "forbidden cargo" do I have then?

They said my crewmembers are forbidden... That I use them as slaves.
I didn't drop them and after a while they maybe considered also that they where not sure about the case.

Now here comes a question;

Where they right or not?

In my opinion they wheren't :nono:
Why can't I have only 3 crewmembers with me (a doctor, cargomaster and myself as the captain).

Ofcourse I could be wrong, so if I am could somebody tell me please what I did wrong.
