Pirate ID Freelancer IFF should be able to use civilians stuff only, since they don't choose a side. (any unlawful IFF).

Use the tech chart ... its part of the rule book. Tech limitations are based on the ID ... NOT the IFF. Pirate ID allows you to fly ships and equipment from ANY civilian or unlawful faction with certain exceptions. One exception would be if you had a specific faction IFF.

Example #1: Pirate ID with Corsair IFF ... limited to Corsair, allied and neutral ships and equipment.

Example #2: Pirate ID with Freelancer IFF ... can have Outcast AND Corsair guns so long as they received permission from both Outcast and Corsair to use them. Will this happen? Dunno ... but it CAN happen.

When in doubt ... use the tech chart.

Keep in mind Kelt ... because a Pirate ID and Freelancer IFF means they've not chosen a specific faction ... it does NOT mean they cannot use faction equipment. You wanna go there ... well ... lets talk about those house militaries and police using civilian weapons. Or how about Civilians using house military and police ships and equipment. Or how about that Trader ID'd Freelancer IFF'd character flying a Kusari transport with Bretonian guns? Lets not be hypocrites now.
