Well you know how stations asked their pilots about their cargo and their destination? That's what happened. I admitted doing it to Republican pilot (in RP it would probably be operator on Mainz Storage Facility with Rep. pilot as a witness of my words) as seen in pictures. Hachiro is convinced that he did nothing wrong and as a true Kusarian he will never go back his word. Someone sold him H-Fuel on Naha and he strongly believes he is a victim of circumstances, innocent, just and true. But let's bee honest. Courts never see reason or use common sense as they're only judgment can be laws. The evidence is admission and it's more than enough to file a lawsuit, but winning the case is something one should still fight for.
There is more to it, of course. I liked your suggestion, of course the border station would have records of me passing through.
I still think it should be Kishiro. The deal between GMG and Rheinland is all fair and square, but GMG hasn't started doing it's part yet, they did say they would make a few commercial scouting missions, fly around, land on bases, talk to people, roleplay making connections and contracts with bases. In fact (according to GMG trade supervisor) indies are allowed to trade H-Fuel, as (now) are Republican, GMG and who knows what else, because that's only as far as game mechanics can go, limiting certain commodities to certain factions would be mean.
Anyway, what I'm trying to say is that Kishiro-GMG contract is the most generic, strongest RP-wise and I'd like them to be on the other side of the fence. Unless, of course you do not want to, that's okay.

1. Commercial crime (theft of H-Fuel)
2. Illegal crossing of border, contraband charges if you will.
I would love to hear from the Kusari government (KSP, Samura, KNF) because that is where the situation actually gets interesting. International incident sounds very interesting to me. Kusari could try to influence Rheinland court by political or economical means (and of course Hogosha with their bribery). How far they will go is up to them. They might try to get Hicharo back passively: "-please? -no. -aww, okay" or use more agressive approach. My character would only blackmail Samura (well, AFA) if the court was going badly and many years of Rheinland prison with Bubba in one cell would wait in front of him, though. Only risk everything if everything is at stake.
One of the possible ends that I can see is that Kusari would enter into negotiations with Rheinland. Their request could be: "Okay, he will serve whatever time you want him to, but in one of Kusari prisons" or: "give him to us, it will make us happy, we will deal with him in our courts" And Kusari is land of magic, where anything could happen. Would Kusari be soft to him or as harsh as possible to show Rheinland they mean business? Through means like that Kusari could try to get a better deal for them, avoid friction between nations. Rheinland is unlikely to accuse Hicharo of spying...or would they?
Of course we also need a Rheinland judge . Ideally a RFP, but also RM, any person who roleplays a Rheinlander with power too.
This would consist of: 1. Kusari-Rheinland negotiatons. With Kusari trying to get the best deal out of it. 2. Court. (possibly taking place in Rheinland unless negotiations state otherwise) 3. Story progression. Hicharo may end up working for a faction, because he is either grateful to them, forced to do so or was captured. I do see Hogosha getting their agents this way. Get a guy out of prison, make them look like do-gooders and turn him into one of their brainwashed (or not) agents. Samura could also make Hicharo their pawn, make him work as thug for Farmer's Alliance. And if Kusari does not do as good, Hicharo ends up in Rheinland, in a cell with Bubba, I can see Bundschuh bribing some officials to get him out of there sooner so that he could serve the faction.
RM/RFP security would also likely to be needed if we go through with this, because a good court always has some cool looking guards about.
