I'm far more intrested on why the order primary fleet, who have VERY limited resources, would hand out capital class vessels to anyone but the top brass of the Order, it takes responcability to pilot those ships.

Also, anyone flying with an Order ID is under command of Admiral Kelt and the rest of the High command hierarchy, I have seen several EMS vessels simply ignore orders when given, I won't be as harsh as ot say this gives the order in general a bad name, but the hierarchy is tiher for a reason.
