in my oppinion LSF as intelligence agency would never really own any capital ship, they wouldnt want to becose it would go from their budget and in times when one pathetic bomber can take out flottila of capital ships its not really good idea, i think it would work more like that LSF would ask Liberty Navy for capital ship if they need to and they would get one with or without the crew depends on mission ofc.
Question of some hiding forward base?
Well why not, instead of battleship, give LSF slow moving, cloaking, armed to teeth with station guns asteroid. Something like moving Kodiak station (just rock part ofc), station that could "blend in" in Alaska even with cloak off, real hidden forward base.
There is no point to build battleship for spying, you dont pay 25mil for heavy mortar for it to rust on ship that wont come 50k close to enemy and is just posing as satelite;)
