Quite a good example, except you mean USS Missouri (BB-63) and I mean the USS Missouri (SSN-780), or more appropriately PCU Missouri (SSN-780), but eh, we will skip the technicalities. because either way, a Virginia-class submarine would be more than likely to have CIA or NSA connections or take orders directly from them or a relevant agency.
All of that however, is irrelevant, as RL is not FL.
Anyway, as a member of the =LSF=, BHG| and the Order High Command, I am a tad conflicted.
I will be the one of the ones using it, as in the =LSF=, I am SecR&D and in the Omicrons I would be doing deep reconnaissance. Either way, the following shows how I sounded out the idea.
Is there a dire need for it? No.
Is there a need for it? Yes.
What is the need for it? A role-playing platform. Currently, my experimental LSF cruiser just gets weird looks when it does things people do not expect it to do. It would fill that niche.
Should it be a BS? Eh. A cruiser would be fine, if people are that scared of a BS.
How many should there be? Less than 10.
in question of should an intelegence agency have its own cruiser wasnt really anwsered here...
i think the point that some one tried to make in the quote was, an intelegence agency doesnt need a cruser and doesnt engage in battle, nesasarily.
when we talk about a cruiser naval intelegence can use, this is what i think of:

The inside of the ship was just as mysterious, with stainless-steel walls brushed to a white reflective shield, as was most of the ship's insides. The floors oddly enough weren't the same white color as the walls, being described as metal grates. It also contained a Faraday Cage, completely sealed off from the rest of the ship, known as "the Cage", where meetings of an extremely classified nature could be conducted in absolute secrecy. It is unknown whether, if there are other ships of the class, they possess similar chambers.

essentially, if you want an intelligence force to have a cruiser, i'd sugest it be build off this idea, and have as few guns as possible to avoid it being used for combat. something like that should be nearly strictly role play.
if you want a combat cruiser, the navy's still got em.
