Apologies, but if RL is not FL, why would HALO be FL?
Unfortunately, people will still attack it, so yes, it does need the means for it to defend itself, however, I would support it having less guns.
reconisasance platform.. it shouldnt really be in a place that its gonna easily be found by enemies to beginwith- say place it 15k above the playing plane if you must.
if you intend it to be an intelegence and reconisasance platform, then it would need to remain hidden and undetected, and that would be its greatest weapon -_- if you want it battle hardy i sugest you use a battleship and use lsf tags and do the same thing out int he open, as you imply.
generlally it would have escorts to protect it. shields and a strong hull.
i discourage it having any major fire power to discourage lol what type of people trying to take it into battle at all. maybe transport turrents at most and make everything else capital ship grade, but the design of the ship you would want to be stealthy, or at least as stealthy you can make a cruiser while maintaining liberties basic designs.

only thing i feel appropriate to inform you is HALO =/= RL and RL =/= military in space.
i only presented the excerpt of halo as a model, because it gives the best idea of how a central intelegence oriented cruiser might be designed and used- its greatest defence is to be undetected.
in that book series, that cruiser never exchanged fire in battle.
so like i said, if you want a lsf cruiser that can participate in effectivly exchanging fire, i'd sugest using a cruiser that already exists and using it with your lsf tags
