we(you and i) have been discussing: if the Liberty security force wants a Cruiser for an intelegence platform, a possibility would be to base it on roleplay, rather than anything competitive since theirs already cap ships that fill the pvp needs of Liberty.

Yes, because I already role-play an experimental siege cruiser and get weird looks when it does something experimental.

With a new ship that would not happen. Not to mention, the LSF would have some sort of research and reconnaissance capital. (They built the Osiris and Spyglass for the same purposes, so obviously they have a use for such a ship.)
