With a new ship that would not happen. Not to mention, the LSF would have some sort of research and reconnaissance capital. (They built the Osiris and Spyglass for the same purposes, so obviously they have a use for such a ship.)

Anyway, what is the relevance of the Researcher ID? We are talking about the LSF?
the researcher ID limits the role of the Rper/player, to just RP. minimal pvp. i'm suggesting why not do that with the ship. i'm starting to wonder why you arnt puting two and two togather on this O.o
the reason for doing it is simple- why does the lsf need more than a few intelligence platforms floating around? doing this would cause lolwut type of people to think- "wow, this capship sucks for combat i dont want it" and therefore its use for RP is preserved. its use would be for some one serious about role playing in the first place. not to mention, lifting any undue pvp expectations off the owner of that kind of ship, allowing them to focus on the RP.

But yes, it does fit the restricted nature.
an excuse would be that it was a third ship, thats presence never became known except after its first initial production.
in the end, who ever feels like they wanna RP this particular ship would end up having some significant importance. a special RP character. and if the ship has the particular limitations, then you arnt gonna see as many of them floating around to say otherwise.
