Unfortunately, the only other way is for somebody to make a mod that allows the user to select a ship at the start, which will of course come already with its standard loadout. Now, the problem with this is that a lot of ships don't actually have a loadout because there are no NPCs that use them. The only form of loadout they will have would in fact be a package. So, not only does it involve configuring the multi-list for FLMM, it also needs a ridiculous amount of loading-out to be done. Good luck finding somebody who can be bothered doing it (I'd consider it, but what I know of modding FL is more theoretical as I have very little practical experience, thus I'd spend more time making cock-ups than progress).

Again, it's the time and effort that's the problem. Unless somebody actually has a list, they'd have to be tested individually. Some ships may also be somewhat irregular, it depends on the model I think. An artist that knows what they're doing though won't just put the numbers in random places, they'd coordinate it. But even then it won't be obvious on all ships (take an elongated ship for example...will the running lights go 1-2 from left to right, or 1-10 along one side and 11-20 along the other?).
