That's the point. It's meant to be a hybrid of the two, combining what the Legion considers to be their best points. Considering that the HF are ex-liberty navy, and that they have been using borderworlds tech for years, it makes sense that the two styles they are most familiar with, and most at home in, be combined when producing their own ships.
