Kusari as Imperial Japan, where males were ALL and did ALL, oppressing women into submission. It's been shown that women can be as fiery and determined as men, which would lead to rebellion.
The issue of piracy is apparently the debate here. I'll go from a neutral standpoint.
Why they SHOULD be able to pirate:
You need funding and supplies. Period.
Attacking your enemies' economy is a good strategy.
Shows assertiveness over men.
Why they SHOULD NOT be able to pirate:
They are not a really poor or needy faction, as they get a lot of supplies from their allies.
They are more a revolutionary than criminal group.

A group of fighters and bombers and occasional gunboat is likely more able to maintain it's fleet without piracy, and more just destroying convoys for supplies, which is against server limitations.
There are several sides to this issue, and I say, "If it ain't broke, don't fix it." And it is certainly not broken. There is no one reason that screams, "THEY CANNOT PIRATE" and until that reason is found, I don't think it will change.
