wrong. people who actually know how to use an osiris properly will prefer it over the legate, because it has a higher chance of surviving. i myself prefer the osiris over the legate (and pretty much every other battleship except the liberty dreadnought, which imo is an osiris on steroids, and thus another favorite of mine), and ive survived alot of times because of its ability to dodge better than the legate.
