Representatives of the New Maltese Government,

First of all may I offer my congratulations to you all for your wise move in embracing a progressively bureaucratic government not that unlike our own; it is surely one more step along the long path towards the Nation of Malta gaining international recognition and taking its place alongisde the other great Houses of Sirius. I trust that the structure of the new Outcast Commonwealth will make it easier for you to conduct diplomatic relations with foreign powers.

In learning about this recent move on your part, I have been instructed by Her Majesty Queen Carina to ascertain the effect, if any, that this change of government will have on the standing agreements that we previously had with the Council of Dons. As you know the Kusari and their Colonial Remnant allies still pose a major threat to both our interests in the Tau region and given the recent discovery of a new and extremely powerful group on both our borders I forsee much room for further cooperation, despite our differences on other issues.
