To narrow it down Freelancer and/or Vigilante ID's would probably be the best choices, as an Army aren't hired/government paid Pirates.

Freelancer ID, since you're in this situation, would allow you take Bounties against the Kusari Naval Forces in Bretonia and Tau regions of space, which would mean you can open fire, under the justification of taking a Bretonian Government paid Bounty.
