I personally belive everything is balanced just fine as it is. In the real world you need a Cap ship to beat a Cap ship. The reason why carriers are so popular is to provide support for ground and naval troops.

A torpedo fighter crippeled the massive Bismark but it took the rest of the royal navy to sink her.
