Both are unlawful.

Order: They were classified as terrorists by President Jacobi, and that classification has never chnaged. So they remain terrorists.

SCRA: Well, explains itself. They want the Houses to fall and make way for a Coalition super House. Seriously, you think they qualify as anything other than unlawful in any House?
