Yep, this pretty much. ALG was asked for a single contract for MOX to Krupp, and a single shipment of nuke devices to another group.
OSI, TAZ, Gateway, Kishiro, IDF hasn't seen any increase in RP contracts. Sure, some groups are spending their energies supplying their own bases, but I'm seeing far more indie ID'd traders belonging to those factions doing the grind.
Congress, like the Zoner factions, is prime for both lawful and unlawful contracts, but so far only a single one offered and that turned out badly, with the base owner only paying 1 credit per unit on the sales, expecting the junkers to take a loss on every trip.
Prices don't have to be excessively high, but to quote a friend, "We're not running a charity here".
So no, I'm not seeing an increase in contracts for the lawful or semi-lawfuls in a wide variety of factions.
On the piracy end of it, yeah my Mollys are having a field day. Yesterday we got four transports one after the other and ran of of ptrans/ptrains to haul the cargo.
On a third front, being paid to scout out the locations of bases has been good for me so far, as has identifying the ships and factions who supply those bases. In one case I made 10 mil for spending 5 minutes in game and making a forum post.
So far in regards to role play, piracy and mercing seem to be where to find it. Transport factions not so much.
