So you decide to set up a escort service to fly along with your traders in order to raise the morale and profits again. But those escorters run into a lot of gunboats who just makes short work of them.
Now your a civilian organization so anything larger then a fighter or bomber is impossible.

This is kinda void now as the bomber is the usual pirate ship of choice these days. In RP a civilian trading faction wouldn't be able to afford bombers, but then again they might, there's alot of money in trading. In a day a trading faction can make anything between 200-600 million at optimum. So we kinda eliminate the possibility of a GB taking out the escorts with ease as they're usually bombers.
Look at the big picture, everything is fairly balanced.
Bombers take Caps, However their not as effective against Gunboats.
Gunboats take Cruisers and occasionally smalls.
Cruisers can take Smalls and occasionally Battleships.
Battleships can take Smalls and occasionally Gunboats.
Transports and Traders are only as strong as their escorts.
