That sounds a lot like the Kusari dessie, Sov... size makes people whine about it *all* the time. I reckon Rheinland currently has Fafnirs and Bergelmirs, just invent some new tactics for them to keep them alive longer. Like either bringing own gunboats so that they are first targets for enemy fighters (as they always are) and they buy time for bombers to get rid of the cruisers, or bring own repair ship. It's fairly simple and doesn't need another balance nightmare put into the mod.

Remember: It's not that Rheinland doesn't have enough caps, it's that Liberty has too many..
