Ok, to due this the long way:

Step 1: Create a new character, go to Beth Station in PA and get a quad Zoner bribe and pick up a Zoner ID (it'll help trust me).

Step 2: Go to Kabukicho Depot in New Tokyo and pick up a Hogosha bribe (may have to get a Samura or Kishiro bribe first).

Step 3: Go back down into the Omegas (you don't want to get lost in Omicron-92), stop at a Corsair base and pick-up a bribe there.

Step 4: Go to the Battleship Isis in Omicron-Minior, drop the Zoner ID, pick up a Recruit ID and prepare to due missions for the rest of your natural life. Eventually you'll get full Order rep, so pick up an Order ID, then continue doing missions until you get full Order Guard rep and pick up a Guard ID at the Battleship Apophis in Omicron-100.
