The way I look at it:
Its not just Voice, Image of the one you are talking to appears on the screen in front of you, and you can see and hear him talking.
(Same thing that happens when you 'hail' a NPC)
And about AIs, Go to a Station that has Robots at Bar and talk to them, Thats what I think about 'AI Communication' InGame, a 'Mechanized' Voice with maybe no image at all.
