The only difference in a Guard system is that you are freely allowed, if you are part of the faction that owns / controls that system, to do those things allowed under the faction / guard system rules. Kill transports, blow up underlevels, tax those people who don't belong, cause general mayhem ... but at NO time are you EVER relieved of your requirement to actually Role-Play with the person you are attacking.

You'll note one thing:

When you browse through the rules further on, you'll find rule 5 & 6 regarding General PvP rules and ID and Role Playing Engagement rules. When rule 4.2 applies due to being in a guard system, the actual restriction that applies to the Faction and Guard ID'd player is rule 5.2.

You'll note that I posted this explanation on January 30th. That means it's been up there for almost a full month now. You have no excuse - or any defense.
