Scamming in the ship sale?

I know we aren't allowed to sell a ship that doesn't exist to gain lots of cash and run away. However in the word 'Scamming' I feel it has many different ways of translating it. For example.

1) Auction ship hosts will put a fighter on sale for a minimum 10,000,000 credits and then someone bids that price publicly. He then realizes the fighter is actually worth a lot more than 10,000,000 so he edits the original post and reply to the first bidder with 'Sorry the minimum is 20,000,000 not 10,000,000 so I don't accept your bid."

This is scamming in my eyes and we should begin to deal with the auction hosts who commit this crime in the same way a false ship seller would be. Also:

He then realizes the fighter is actually worth a lot more than 10,000,000 so he reply's and says 'A private bidder has put an offer of 20,000,000" When really there is no private buyer and he is technically 'scamming' the bidder in him/her trying to up their bid to outbid the 'private buyer' Again, the admins/moderators should make a new for the ship sales were that as bidders but make there bids Public. Unless the private bidder is offering the buy-out.
