Modify the Camera ship slightly

Camera ships are available on the starting planet.

They're freely available, do not require admin approval, and flying them with recruit or civilian ID is fine.

I'd support more hull for recording in heavy radiation areas, but it doesn't need to be obscene.

Im pretty sure I remember fairly recently the admins pulled one from someone, who didnt abuse it, because they didnt have the OK for it.

Could be wrong but pret sure Im rememberin rite.
