Okay, I think that factions should have complete jurisdiction over where their NPC's lie. Also, I believe that if there are two factions with the same allignment in that jurisdiction, then they should both have equal rights.

Now, there may be some factions that would have a hard time dealing with the SoI/ZoI. For example, most Zoner aligned factions have bases in a lot of systems, which would make it quite hard to determine the actual SoI/ZoI. For houses it's straightforward, but for others we may have to use the ZoI, but I'm not sure exactly, so I'll put some more thought into it.

Yes, that ended suddenly, but I'm really not sure... Yes, a waste of the limited words that we have on this world:P
