The Privateer ID is an unlawful ID in Zoner space, Gallic Space, Kusari Space, Rheinland Space, and "officially" unlawful in Bretonian space.

There is no problem here, they can use the Ptrans as they need to.

As for the OP's question, no bounty collectors do not need to tell you who they are collecting for. Bounties happen, shoot enough of the richest people on the server and they will have you bountied. I suggest smarter strategies in dealing with them, or get some of your group wingmates to fly cover for you.
