Make Capital ships roleplay built/produced/given only.

By this I mean, a faction that wishes to build a capital ship needs to bring in a certain amount of ingame supplies, take a screen shot, and make a Roleplay post about the ship being created. then have the admins give the faction the ship.

This will keep random independents, and factions that don't need Capital ships to not get them.
