^ been tried, by Zapp, about a year ago. Got mostly stonewalled by the house govs due to them having different rules and such (like Kusari not wanting to make artifacts straight up contraband, same deal with drugs in Bretonia, etc...). Granted, that was perfectly in RP for the house govs, but it still meant that the idea was shut down entirely. There have been more localized pacts like the Treaty of Curacao, but nothing Sirius-wide... especially now that everyone is at war.
Anyway, here's a specific example of why a unified criminal database won't work even if you say that the unlawful houses "don't count" for it. General Yarr, Black Dragon Society. To Kusari, he's a retired general from the army, and a well respected citizen. To the IMG, he's that bastard that keeps jacking their ore. To Bretonia, he's that fellow in the Claymore than needs to be executed. He is, technically, a civilian, not a military officer (anymore, anyway)- while KNF aren't "criminals" per say in Bretonia, he is. Yet in Kusari, he's not a criminal, and the local law enforcement waves fondly while knowing full well what he does outside of Kusari.
Understand why such databases need to be more specific, now?
